# Fact-check: slides draft v2 and trajectory

For Jacob Steeves' keynote, Exploit Conference, Montreal, 28 September 2026.
Checked 17 September 2026 (UTC). Live numbers were pulled the same day at about 13:30 UTC. Re-check the "moves daily" rows on 27 September.

Inputs checked: `docs/slides-draft-v2.md` (all 21 slides plus the two objections), `docs/trajectory.md` (all 16 steps), `docs/two-worlds.md` Appendix B, and `docs/mind-outside-the-state.md` Part 4. Existing research in `docs/research/` was used as the starting point. Every claim below was then re-checked against a primary source where one exists.

## How to read this file

Four verdicts:

- **Verified**: the claim is true as written. A primary source confirms it.
- **Corrected**: the claim is true in substance but a number, date, name or word is off. Use the "safe wording".
- **Unverified**: no outside source confirms or denies it. Usually Jacob's own knowledge. Say it as his own statement.
- **False**: the claim is wrong as written. Do not say it.

Confidence is **high** (primary source, checked today), **medium** (secondary source, or a primary source that will move), or **low** (single secondary source, or Jacob's own word).

Terms used more than once, defined once:

- **Primary source**: the document the fact comes from (a statute, a filing, a tweet, a paper, an on-chain record). A **secondary source** is someone else describing it.
- **Emissions**: new TAO the Bittensor protocol mints each day and pays to participants.
- **Subnet**: one market on Bittensor, numbered (SN51 = subnet 51). **Alpha**: a subnet's own token.
- **Extrinsic**: one transaction on the Bittensor chain, identified by block number and index.
- **Run-rate**: last month's figure multiplied by twelve.
- **MoE (mixture of experts)**: a model with a large total parameter count but a much smaller "active" count used per token.
- **PoA / PoS**: proof of authority (a fixed set of approved nodes makes blocks) / proof of stake (block makers are chosen by staked tokens).
- **TEE**: trusted execution environment, a sealed part of a chip that hides data from the machine's operator.

## The count

133 claim entries checked (a claim that appears in both the deck and the trajectory is counted once per place).

| Verdict | Count |
|---|---|
| Verified | 95 |
| Corrected (true in substance, wording or number off) | 27 |
| Unverified (Jacob's own claim or no outside source) | 7 |
| False | 4 (two distinct claims, each in two places: "five mining pools"; "Microsoft 49% / fired from a tweet") |

## The five most dangerous claims

These are the ones a hostile, informed listener can disprove from a phone during the talk.

1. **"Bitcoin has five mining pools and no one can print a coin."** (slide 18; also trajectory §7) **False** as a count. About sixteen pools mined blocks this week. Three pools mine just over half; five mine about two thirds. Say: "Three pools mine more than half of Bitcoin's blocks, and none of them can print a coin."
2. **"Two frontier models were switched off for every customer on earth... she got it back eighteen days later."** (slide 7) **Corrected.** The government order restricted foreign nationals. Anthropic switched off both models for everyone because it could not verify nationality in real time. The controls lasted 18 days (12 to 30 June). Users got Fable 5 back on 1 July, day nineteen. Mythos 5 was never public; it went only to a small partner set. An Anthropic person in the room will say all of this.
3. **"Teutonic-II... being pre-trained right now... the largest permissionless run anyone has attempted."** (slide 17) **Corrected.** Its own dashboard showed a reset state (no kings) on 16 September. IOTA's Orion-100B (June 2026) was a permissionless 100-billion-parameter run, trained on only 1.1 billion tokens. Teutonic-I's weights were audited as 96 percent correlated with a Qwen model. This is the most scrutinised claim in the deck. Confirm the run is live on the day, and say "the largest permissionless run anyone has tried to train to a real token budget".
4. **"About three million requests a day"** (Chutes, slides 10 and 17). **Corrected.** The public endpoint shows a seven-day average of 2.37 million requests and 29 billion tokens a day (10 to 16 September). It was 2.8 million on 12 September. Say "two to three million".
5. **"Microsoft learned its CEO was fired from a tweet"** and **"Microsoft 49%"** (trajectory §6; objection 2). **False.** Microsoft's CTO and CEO got a phone call from Mira Murati 10 to 15 minutes before the blog post (court filings, 2026). Microsoft held a right to 49 percent of profits, not 49 percent of the company; it holds about 27 percent of the for-profit's equity since October 2025. Altman was OpenAI's CEO, not Microsoft's.

Next five, in order of risk: the 86 percent poll was taken before the kill-switch bill existed (slide 8); Engy sells Kimi K3 at about a third below the maker's price today, not half (slides 10, 17, 20); the Tilly line is from 1975, not the 1990 book (trajectory §2); Lium's burn was about $960,000 of TAO, not a round million (slide 17); "Opentensor 35 to 4" cannot be checked from outside and the entity that now employs the four is unclear (slide 4).

## Summary table

Numbering is by slide (S) or trajectory step (T). "Live" means the number moves daily and was re-pulled on 17 September.

## Detail per claim

Grouped by slide. Each entry: what the deck says, the verdict, what to say, the source, confidence.

### Slide 2: No. But they can defund it.

**S2-1. The Musk / Const exchange.**
Claim: 13 Sep 2026, Musk: "Nothing can shut down open source." Jacob: "No. But they can defund it."
Verdict: Verified.
Detail: Musk's line was a reply to @kevinnbass. Jacob quote-posted it on 13 Sep 2026 at 11:32 UTC (275 likes). "Two weeks ago" is right for 28 Sep (15 days).
Source: https://x.com/const_reborn/status/2099098962082840635. Confidence: high.

**S2-3. "Three lab heads agreed to slow down together and asked for an antitrust waiver."**
Verdict: Corrected.
Detail: Amodei's essay asks for "a narrow waiver" of antitrust rules so labs can coordinate (footnote 1 and the "Democratic Coordination" section). Altman wrote "I agree with Dario that we need to pace the frontier" and committed to embedded evaluators. Musk wrote three words: "Dario is right." Only Amodei asked for the waiver.
Say: "Three lab heads endorsed slowing down within three hours. One of them asked the government for an antitrust waiver so they could coordinate it."

**S2-4. Naval.**
Verdict: Verified verbatim. The deck quotes the last two sentences of a four-sentence post. Fine as an excerpt.
Source: https://x.com/naval/status/2098749169712464273 (12 Sep 2026, 12:22 UTC, 12,316 likes). Confidence: high.

### Slide 4: 35 → 4

**S4-1. Opentensor engineers, 35 to 4.**
Verdict: Unverified. This is Jacob's own claim (14 Sep). No public headcount exists for the Opentensor Foundation or the Rao Foundation.
Risk: Jacob stepped down as OTF CEO on 13 Feb 2026, and the Rao Foundation now develops the protocol code (Blockworks filing). A listener may ask "four engineers where?" Name the entity and the date on screen.
Say: "My own foundation had thirty-five engineers in 2022. The core team today is four." Confidence: low (Jacob's word).

**S4-2. GM 1979.**
Verdict: Verified. 853,000 worldwide; 618,365 in the US; largest private employer in the country.
Sources: CBS News, "General Motors: Timeline" (https://www.cbsnews.com/news/general-motors-timeline/); Spokesman-Review, 2 Jun 2009. Confidence: high.

**S4-3. A trillion-dollar lab with a few thousand people.**
Verdict: Verified. Anthropic: $965B post-money, $65B Series H, 28 May 2026. Headcount is not published; trackers say 2,300 (end 2025, Fortune) to 4,800–5,200 (June 2026). "A few thousand" is the right words.
Source: https://www.anthropic.com/news/series-h. Confidence: high on valuation, medium on headcount.

### Slide 5: Why work was power

**S5-1. Labor share 52.9%.**
Verdict: Verified. BLS Productivity and Costs, Q2 2026, preliminary, released 6 Aug 2026: "The labor share... was 52.9 percent in the second quarter of 2026, the lowest level in the series which begins in the first quarter of 1947." 65.8% is Q1 1947 (BLS TED, 2017). The preliminary release was still the current one on 17 Sep. Check bls.gov/news.release/prod2.htm on 27 Sep for a revision.
Sources: https://www.bls.gov/news.release/prod2.htm; Reuters, 6 Aug 2026. Confidence: high.

**S5-2. Thelwall.** Verified via Acemoglu and Johnson, Power and Progress (2023), quoting John Thelwall, The Rights of Nature (1796). The full line ends "and no magistrate disperse." Confidence: high.

**S5-3. Engels' pause.** Verified. Allen, "Engels' Pause", Explorations in Economic History 46 (2009): 1780–1840 output per worker +46%, real wages +12%. Confidence: high.

### Slide 7: 5:21 pm

**S7-1. The letter and the switch-off.**
Claim: "a letter arrived at a lab at 5:21 in the afternoon, from the export-control office of one government. By that evening two frontier models were switched off for every customer on earth. Not for the people who did something wrong. For everyone."
Verdict: Corrected.
What the primary source says: Anthropic, 12 Jun 2026: "We received the directive from the government today at 5:21pm (ET)." The directive was "to suspend all access to Fable 5 and Mythos 5 by any foreign national, whether inside or outside the United States." Anthropic: "The net effect of this order is that we must abruptly disable Fable 5 and Mythos 5 for all our customers." The 30 Jun post adds: "Because the order took effect immediately and we had no reliable way to verify nationality in real-time, we suspended access to both models for all users."
Two nuances a hostile listener will raise: (1) the order targeted foreign nationals; the all-customer shut-off was the lab's compliance choice; (2) Mythos 5 was never public. It went only to a small set of Project Glasswing partners.
Say: "A letter arrived at 5:21 in the afternoon. It ordered the lab to cut off every foreign national, inside or outside the country. The lab had no way to tell who was who. So by that evening it switched the model off for everyone."
Sources: https://www.anthropic.com/news/fable-mythos-access (12 Jun 2026); https://www.anthropic.com/news/redeploying-fable-5 (30 Jun 2026). Confidence: high.

**S7-2. Eighteen days.**
Verdict: Corrected. The export controls were lifted on 30 June (18 days). Fable 5 came back for users on Wednesday 1 July (day 19). Mythos 5 was restored only "for a set of US organizations" after government approval on 26 June.
Say: "Eighteen days under a government order. She got it back on day nineteen." Confidence: high.

**S7-3. A Friday.** Verified. 12 June 2026 was a Friday. Anthropic's own post: "On Friday, June 12". Confidence: high.

**S7-4. "The lab said the action was wrong. In the same statement it said the government should have the power."** Verified. Verbatim: "we believe the government should have the ability to block unsafe deployments, as part of a statutory process that is transparent, fair, clear, and grounded in technical facts. This action does not adhere to those principles." Confidence: high.

**S7-5. The essay quotes.** Verified verbatim from the essay text: "Desks in our offices, access badges, and company laptops."; "limits on the rate of unchecked AI progress"; "they don't need to participate, but do need to issue a narrow waiver for certain kinds of safety conversations." Confidence: high.

**S7-6. Within three hours.** Verified. Amodei posted at 14:01 UTC; Musk at 15:01; Altman at 16:30. Confidence: high.

### Slide 8: The exam is the wall

**S8-1 and S8-2. Hassabis.** Verified verbatim from his X article of 14 Jul 2026: "Initially, Frontier Labs would voluntarily share models with the Standards Body for review up to 30 days before release. Once the assessment protocol is shown to be effective and robust, formalisation could quickly follow, meaning that Frontier Models would be required to pass it to be deployed in the US market." He names FINRA by its full name. Source: https://x.com/demishassabis/status/2076957440109625718. Confidence: high.

**S8-3. "$50 million a year."** Unverified. It is the research file's own illustration of a fixed compliance cost, not a measured number. Introduce it with "imagine". Confidence: n/a.

**S8-4. Six labs named for distillation.** Verified. NSA, CISA and FBI joint advisory AA26-251A, 8 Sep 2026, names DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun and Z.AI for "industrial-scale distillation." Source: https://www.cisa.gov/news-events/cybersecurity-advisories/aa26-251a. Confidence: high.

**S8-5. The kill-switch bill and 86 percent.**
Verdict: Corrected.
Detail: H.R. 9917, the AI Kill Switch Act (Lieu and Moran), introduced 23 Jul 2026, referred to subcommittee 24 Jul. The 86 percent is from the AI Policy Institute's June 2026 poll (1,007 likely voters): "want a guaranteed off switch for the most powerful systems." The poll was taken before the bill existed and did not test the bill. The AI Policy Institute is a pro-regulation advocacy group.
Say: "A kill-switch bill is sitting in committee. Before it was filed, eighty-six percent of voters told a pro-regulation pollster they wanted a guaranteed off switch. I understand why."
Sources: https://www.congress.gov/bill/119th-congress/house-bill/9917; https://theaipi.org/poll-ai-safety-majority/. Confidence: high.

### Slide 9: Where it flows first

**S9-3. Two funding rounds vs. the venture market.**
Verdict: Corrected. Anthropic's $65B (28 May 2026) plus OpenAI's $122B (31 Mar 2026) is $187B. US venture investment by year (PitchBook-NVCA): about $131B in 2018, $137B in 2019, $166B in 2020, $345B in 2021. Global totals are higher. So the two rounds beat all US venture investment in any year before 2020, but not "most years" recently.
Say: "Those two rounds, 187 billion dollars together, are more than all the venture capital invested in the United States in any year before 2020."
Sources: TechCrunch 28 May 2026; CNBC 28 May 2026; PitchBook-NVCA Venture Monitor. Confidence: medium (check the exact annual totals if the line stays).

**S9-4, S9-5. The two proposals.** Verified. Altman, "Moore's Law for Everything" (Mar 2021): 2.5% of large companies' market value each year, paid in shares. Amodei, Axios, 28 May 2025: a 3% "token tax" on AI revenue. Confidence: high.

**S9-7. Sixty-eight percent.**
Verdict: Corrected. Data for Progress, 9 Sep 2026: "We tested @SenSanders and @RepCasar's bill to pause AI development and permanently ban the creation of AI superintelligence. It's supported by 68% of voters — including 72% of Democrats, 70% of Independents, and 63% of Republicans." The question was about the bill (pause plus ban), and the pollster is progressive.
Say: "Sixty-eight percent of American voters told a progressive pollster this month they back a bill to pause advanced AI and ban superintelligence. Sixty-three percent of Republicans." Source: https://x.com/DataProgress/status/2097764738910330984. Confidence: high.

### Slide 10: Three rules

**S10-1. A handful of mining pools.** Verified. See S18-1 for the numbers. Confidence: high.

**S10-2. Chutes, "about three million requests a day."**
Verdict: Corrected (live). The public endpoint on 17 Sep 2026 gives a seven-day average (10–16 Sep) of 2.37 million requests and 29.3 billion tokens a day. Daily values ranged from 1.72M (13 Sep) to 2.88M (10 Sep). It was 2.8M on 12 Sep. Lifetime since 30 Jan 2025: 6.65 billion requests, 45.4 trillion tokens (public LLM endpoints only).
Say: "two to three million requests a day". Source: https://api.chutes.ai/invocations/stats/llm. Confidence: high (moves daily).

**S10-3. A year of traffic with Harvard.** Verified. arXiv 2608.13573, "A Year in LLM Serving: Workload Evolution, Caching and Load-Balancing" (published 3 Jul 2026; authors include Juncheng Yang, Harvard; Haryadi Gunawi, UChicago; Jon Durbin, Chutes). The paper anonymises the company as "CompanyX"; Chutes claimed it on 26 Aug 2026 ("6 billion requests... over 9000 models"). Confidence: high.

**S10-4. Lium.** Verified (team-disclosed, live). Live API on 17 Sep: 1,441 GPUs listed, 1,229 rented (85%), 20 GPU types. "68 datacenters, 21 countries" is from the team's 9 Sep tweet. No-KYC is in Lium's docs. Confidence: high on GPU count; medium on datacenters and countries (team-disclosed).

**S10-5. "Sixty-three percent of renters were agents."**
Verdict: Corrected. The tweet says "63% of rentals programatically initiated (agents)". Rentals, not renters. Say: "Sixty-three percent of last month's rentals were started by software, not by a person clicking." Source: https://x.com/lium_io/status/2097824624117473549 (9 Sep 2026). Confidence: high.

**S10-6. Engy.**
Verdict: Corrected. Kimi K3 (Moonshot, weights released 27 Jul 2026) is 2.8 trillion parameters and was "the largest open-weight model released to date" (Chutes, 28 Jul). Engy's founder: "we got the full Kimi K3, 2.8T params, running on 80x RTX 5090s" (27 Jul 2026, 7,130 likes). Engy launched Kimi K3 at $1.50/$7.50 per million tokens against Moonshot's $3/$15, which is half. Today Engy charges $1.95/$9.75, which is 35 percent less. The "receipt" is a TOPLOC proof attached to each response (team's description).
Say: "It launched at half the maker's price. Today it is about a third less."
Sources: https://x.com/totheagi/status/2081855316443205717; https://api.engy.ai/v1/models (17 Sep 2026). Confidence: high.

### Slide 11: The second price on the screen

**S11-1. Affine, $50,000 a week per slot.** Verified as a team statement dated 23 Aug 2026: "At current prices and emissions, each slot pays roughly $50,000 USD per week." It moves with TAO price and the subnet's emission share. Add two things a critic knows: the scorer was gamed at least twice and the throne was reset on 27 Aug 2026 (Affine's own posts). Say "by the team's count in August". Source: https://x.com/affine_io/status/2091498650119901215. Confidence: medium.

**S11-2. Bitcoin, about one percent of the world's money.** Verified (live). Bitcoin market cap $1.537 trillion on 17 Sep 2026 (CoinGecko). Global broad money about $150 trillion (June 2026 estimate); big-four M2 about $102 trillion. That is 1.0 to 1.5 percent. Say "about one percent of the world's broad money". Confidence: high.

**S11-4. "A fixed slice of every unit of intelligence this machine will ever produce."** This is framing, not a fact. TAO gives a share of emissions and the right to stake and direct them. It is not a claim on model outputs. A critic will say so. Softer: "a fixed share of what the protocol pays out, and the right to point it."

### Slide 12: Ask

**S12-1 to S12-6.** All verified on 14 Sep against copyrighthistory.org (Licensing Act 1662; lapse 3 May 1695; Commons refusal 11 Feb 1695), govinfo.gov (Radio Act 1927), philzimmermann.com and NYT (PGP 1991–96), the EFF archive of Bernstein v. USDOJ, 176 F.3d 1132 (9th Cir., 6 May 1999), and the Bitcoin genesis block. One caveat on Bernstein: the panel opinion was withdrawn for en banc rehearing in September 1999, and the government revised the rules in 2000. The district court (1996) first held that source code is speech. Confidence: high.

**S12-7. The Senate draft.** Verified as reported. Reuters, 11 Sep 2026: negotiators (Thune, Cruz, Klobuchar) want "a duty of care", "the power to block the release of certain AI models that are deemed unsafe", court review, and state preemption. No text is public. Say "a Senate draft, not yet public". Source: https://www.reuters.com/legal/litigation/us-senate-negotiators-consider-requiring-ai-firms-mitigate-known-major-risks-2026-09-11/. Confidence: high (as a report of a draft).

### Slide 13: Aligned to whom

**S13-1 to S13-4.** All three Nietzsche lines were checked against Walter Kaufmann's translations on 14 Sep. Hollingdale's wording differs ("Fear is once again the mother of morality"), so name Kaufmann on the slide. Beyond Good and Evil is 1886, so "a hundred and forty years ago" is right. Confidence: high.

### Slide 14: A gift can stop

**S14-1. Linux kernel, 90 percent.** Verified. Jonathan Corbet, Linux Foundation blog on the 2017 Linux Kernel Development Report: "Today, over 90 percent of the code is coming from professional developers who are employed by some company to work on the kernel." Volunteer share fell from 15 to about 6 percent. Put "2017" under the number. Source: https://www.linuxfoundation.org/blog/blog/jonathan-corbet-on-linux-kernel-contributions-community-and-core-needs. Confidence: high.

**S14-2. Android and Chromium, one payroll.** Unverified as a number. No single published share was found. Say "mostly written by one company's employees". Confidence: low.

**S14-3. Bitcoin's history, "a few hundred gigabytes."** Corrected (live). The chain was 769 GB on 16 Sep 2026 (blockchain.com). Say "under a terabyte". Confidence: high.

**S14-4. Promised weights not shipped.** Verified. Meta's 10 Aug 2026 essay promised open releases "soon"; The Register (2 Sep 2026) reported the Muse Spark weights had not appeared. Confidence: high.

**S14-5. Hugging Face, about $13 billion.** Verified. Nvidia 8-K dated 2 Sep 2026: "approximately $11.9 billion purchase price payable to Hugging Face stockholders... and an equity-based retention program of up to approximately $1.0 billion." Jensen Huang's blog (3 Sep): "$12,930,300,000". Closing expected first half of 2027, subject to approvals. Say "agreed to sell itself". Source: https://www.sec.gov/Archives/edgar/data/1045810/000104581026000078/nvda-20260902.htm. Confidence: high.

**S14-6. Emissions.** Verified. Block reward 0.5 TAO since the first halving (15 Dec 2025, block 7,103,976); 7,200 blocks a day gives 3,600; measured 3,559 after recycling. Issued 11.34 million of 21 million. No pre-mine is confirmed by Grayscale Research (2025) and 21Shares (2025). Confidence: high.

**S14-9. Four hours.** Verified (live). 3,559 TAO × 365 × $226.53 = $294 million a year. Big-four 2026 capex guidance $720–745 billion (Alphabet $195–205B, Amazon ~$220B, Microsoft ~$175B, Meta $130–145B; TMT Finance, July 2026). $732B / 8,760 hours = $83.6 million an hour. $294M / $83.6M = 3.5 hours. The capex is company-wide, not only data centers, so say "capital spending". Confidence: high.

### Slide 15: The line

**S15-1. "Ten to twenty times larger."** Corrected. Closed labs do not publish parameter counts. The largest open models are Kimi K3 (2.8T) and DeepSeek V4 Pro (1.6T): 15 to 25 times 110B. Say "ten to twenty-five times, judging by the largest open models; the closed labs do not say." Confidence: medium.

### Slide 16: Why a protocol, not a company

**S16-1. e-gold.** Verified. A federal grand jury in Washington indicted E-Gold Ltd, Gold & Silver Reserve and three owners on 24 Apr 2007 (unsealed 27 Apr) for money laundering and unlicensed money transmitting. Guilty pleas followed in July 2008. Source: https://www.justice.gov/archive/opa/pr/2007/April/07_crm_301.html. Confidence: high.

**S16-2. Liberty Reserve.** Verified. Indictment unsealed 28 May 2013 (SDNY); domain seized; founder Arthur Budovsky arrested in Spain 24 May 2013; Treasury named it a primary money-laundering concern the same day; $6 billion alleged. Source: https://home.treasury.gov/news/press-releases/jl1956. Confidence: high.

**S16-4. Thiel.** Corrected. The clip (Nashville, 14 Sep 2026) has: "a prison from which there is no escape... It'd be far worse than North Korea because you could still get out of North Korea." The deck has "can". Use "could". The clip is a third-party post; confirm against the video before the slide is final. Source: https://x.com/jawwwn_/status/2099558205387092218. Confidence: medium.

**S16-6. Objection 2: "Microsoft 49% and the Nov 2023 board firing."**
Verdict: False as worded (in `project-context.md` and trajectory §6).
Facts: Microsoft had invested about $13 billion and held a right to 49 percent of the for-profit's profits, not 49 percent ownership. After the October 2025 recapitalisation Microsoft disclosed a roughly 27 percent equity stake. On 17 Nov 2023 Mira Murati called Nadella and Kevin Scott 10 to 15 minutes before Altman was told (internal emails in the Musk v. OpenAI filings, reported by GeekWire, 2026); Axios reported at the time that Microsoft learned "just a minute before" the announcement. Nobody learned it from a tweet. Altman was OpenAI's CEO.
Say: "Microsoft had put thirteen billion dollars in and held a right to half the profits. It got a phone call minutes before the blog post went up. Nobody asked it."
Sources: https://www.axios.com/2023/11/17/microsoft-openai-sam-altman-ouster; GeekWire, "The Microsoft-OpenAI files" (2026); CNBC, 11 May 2026 (27% stake). Confidence: high.

### Slide 17: What has been built

**S17-1. The five-layer tweet.** Verified verbatim, 13 Sep 2026, 16:42 UTC, 786 likes. Note it tags @teutonic; there is no official Teutonic account (Jacob's account is the channel). Source: https://x.com/const_reborn/status/2099176877508219132. Confidence: high.

**S17-2. Lium's billing and burn.**
Verdict: Corrected. Billing: "$964k billed to 1187 renters (36% MoM growth)" (9 Sep 2026). Burn: extrinsic 9032919-0005 is an `add_stake_burn` on netuid 51 of 3,737.69 TAO, which burned 40,737.93 SN51 alpha. TAO traded at $256–258 on 9 Sep, so the burn was worth about $957,000 to $966,000. The founder called it "$1,000,000.00".
Say: "Lium billed 964,000 dollars in a month and burned about a million dollars of its token with the proceeds. Block 9032919. Check it."
Sources: https://taomarketcap.com/extrinsics/9032919-0005; https://x.com/fish_datura/status/2097814414447481250; CoinGecko history 9 Sep 2026. Confidence: high.

**S17-3. Targon and Intel.** Verified. "Decentralized Compute on Untrusted Hardware Using Intel TDX and Encrypted CVMs", Intel community blog 23 Mar 2026; arXiv 2607.21865, published 23 Jul 2026. Confidence: high.

**S17-5. Engy's ledger.** Verified (live). Epoch 13 (9 to 16 Sep 2026): 77 miners, 3,806,357 requests, 66.5 billion tokens, $12,726 settled. Model mix: 63 miners on Qwen3.6-35B, 4 on Kimi K3. "Settled" is the value of miner-served traffic at Engy's rate card, not audited revenue. Source: https://provider.engy.ai/api/subnet/v1/epoch/latest. Confidence: high.

**S17-7. Teutonic-II.**
Verdict: Corrected.
Facts: announced 24 Aug 2026 ("Teutonic-II-110B: a frontier permissionless training of a 110B LLM... 50% larger than any prior decentralized run"). The genesis checkpoint is about 110B total, about 7.3B active (MoE). On 16 Sep the teutonic.ai dashboard showed a reset state (0 of 5 kings). Two rivals to the "largest" claim: Covenant-72B (Templar, Mar 2026, dense, finished) and IOTA Orion-100B (Macrocosmos, Jun 2026, permissionless, 100B, trained on only 1.1 billion tokens). Jacob's "50% larger" is fair against Covenant-72B by parameter count. And the audit history: Teutonic-I's weights were 0.96 correlated with Qwen3.5-9B-Base (Templar audit, 20 Aug 2026).
Say: "Teutonic-II: a hundred and ten billion parameters, anyone can join, nobody is whitelisted. The largest permissionless run anyone has tried to train all the way. It is not finished. That is the job." Confirm the run is live on 28 Sep before saying "right now".
Sources: https://x.com/const_reborn/status/2091896286035235027; https://huggingface.co/dendriteholdings/teutonic-II-110B-genesis; https://x.com/MacrocosmosAI/status/2061493162582118695. Confidence: medium.

**S17-9 to S17-12. Revenue.** "Nine months ago" is ten by 28 Sep (4 Dec 2025). The checkable run-rate is about $17–18M (Lium ~$11.6M, Chutes ~$4.6M, Bitcast ~$0.8M, Engy ~$0.75M). SubConnect's $28–35M is a consultancy compilation, not an audit; the "fourteen teams" count is theirs. Emissions are about $294M a year today. So revenue is 6 percent (checkable) to 12 percent (SubConnect's top figure) of emissions. Say "between five and ten percent". Confidence: high on the arithmetic, medium on SubConnect.

### Slide 18: Nobody can be sent the letter

**S18-1. "Bitcoin has five mining pools."**
Verdict: False as a count.
Facts (mempool.space, one-week ranking, 17 Sep 2026): Foundry USA 24%, AntPool 17–21%, F2Pool 12–15%, SpiderPool 11–12%, ViaBTC 7–8%, MARA 5–7%, then ten more pools with 0.1 to 4 percent each. Sixteen to eighteen pools mined a block this week. The top three mine 52–58 percent; the top five about 66–75 percent. The Nakamoto coefficient (fewest entities to reach 51 percent) is 3.
Say: "Three pools mine more than half of Bitcoin's blocks, and none of them can print a coin."
Source: https://mempool.space/mining. Confidence: high (moves weekly).

**S18-2. April tweet vs. June tweet.** Corrected. Both are long-form X articles, not tweets. 11 Apr 2026, "Response to Covenant": "by far the most decentralized AI protocol In existence." 21 Jun 2026, "Decentralization and Bittensor's Road towards it": "Bittensor is currently not a decentralized protocol in the way Bitcoin is." Say "my April essay" and "my June essay". Source: `docs/sources/tweets/const_reborn-articles.md`. Confidence: high.

### Slide 19: My own slide from 2024

**S19-1. The PoS tweet.** Verified verbatim. 22 Sep 2024, 22:02 UTC, a reply to @WayneVaughan inside a long post answering a list of questions: "The chain operates on a Proof of Authority (PoA) mechanism, with plans to transition to Proof of Stake (PoS) by the end of next year." Setting it as plain text is right; a screenshot would show it is a reply. Source: https://x.com/const_reborn/status/1837975797757575557. Confidence: high.

**S19-2. "root privs."** Verified verbatim, same evening, 22:39 UTC. Source: https://x.com/const_reborn/status/1837985092301422799. Confidence: high.

**S19-3. Missed.** Verified. Block production is still proof of authority (Aura + GRANDPA, foundation nodes). The Blockworks Token Transparency Filing (2026) says the roadmap "targets the nominated Proof-of-Stake transition within approximately the next year." Confidence: high.

**S19-4. December 2027; nominated PoS within a year; governance proposed May 2026.** Unverified as commitments; they are Jacob's roadmap. The 22 Jun 2026 essay set "about 18 months" (reported by tao.media, Crypto Briefing). The governance proposal is dated 23 May 2026 (tao.media). Jacob must confirm both dates before they are spoken. Confidence: medium (as roadmap), n/a (as promise).

**S19-5. Thirty-five minutes, July 2024.** Verified from secondary sources. About 32,000 TAO (about $8M) was drained on 2–3 July 2024 through a malicious PyPI package; OTF firewalled validators and halted the chain. "35 minutes" comes from the Learn AI wiki and OwnYourMind. Jacob's own 3 Jul 2024 post: "it was precisely because we had the ability to firewall the chain that we could mitigate the damage." Jacob can confirm the minutes from memory. Say "in about half an hour" if unsure. Confidence: medium.

**S19-6. Templar in April.** Verified. Covenant AI left Bittensor on 9–10 Apr 2026; SN3 alpha fell 55 to 63 percent; TAO fell 14 to 20 percent (The Block, Cointelegraph, The Defiant). Confidence: high.

**S19-7. Three emission models in sixteen months.** Verified. dTAO (13 Feb 2025) → TaoFlow (late 2025) → price-based with emission gate (June 2026). Confidence: high.

**S19-8, S19-9.** Both Jacob quotes verified verbatim from the tweet archive and fxtwitter (19 Jun 2024; 18 Nov 2023). Confidence: high.

### Slide 20: The ask

**S20-2. 600,000 TAO sold at about $18.** Unverified as a number; it is Jacob's own statement. In a 26 Mar 2026 reply Jacob said the OTC price was "probably around $18" and the buyers were Firstmark, DCG and Polychain (2021–2023). The 600,000 figure is Jacob's (12 Sep). No pre-mine is confirmed by Grayscale and 21Shares. A critic (OwnYourMind, Aug 2026) will add that about 5.38 million TAO were mined in 2021–2023 with few participants and no public accounting. Say it first. Confidence: low on the exact count.

**S20-3. ETF and treasuries.** Verified. Grayscale Bittensor Trust filed an S-1 to convert to a spot ETF on 30 Dec 2025 and an amendment on 2 Apr 2026. Its 8-K of 15 Sep 2026 still reports private placements to accredited investors, so no approval yet. Bitwise filed a TAO Strategy ETF on 31 Dec 2025. Three listed companies hold TAO: TAO Synergies (Nasdaq: TAOX, ~83,800 TAO), xTAO (TSX-V: XTAO.U, 61,135 TAO), TaoWeave (Nasdaq: TWAV, >21,700 TAO). Say "filed and under review". Confidence: high.

**S20-4. About 128 markets.** Verified. taostats shows netuids 1 to 128 plus root (netuid 0); subnetstats.app shows 128. Confidence: high.

### Trajectory: steps 1 to 15

**T2-1. Montesquieu.** Corrected on location and wording. The bill-of-exchange passage is The Spirit of the Laws, Book XXI, chapter 20 ("How commerce broke through the barbarism of Europe"). The Cohler, Miller and Stone translation (1989) has "the great strokes of authority"; Nugent (1750) has "great exertions of authority"; the French is "les grands coups d'autorité". Say "great strokes of authority" and name the translation. Confidence: high.

**T2-2. Smith.** Verified verbatim. Wealth of Nations, Book V, chapter II, Part II, Article II ("Taxes upon the Profit"): "The proprietor of stock is properly a citizen of the world, and is not necessarily attached to any particular country." Confidence: high.

**T2-4. Black Death wages.**
Verdict: Corrected. "Doubled" is too strong as a general statement. Bailey (Economic History Review, 2025): the 1351 Statute's own preamble complained that workers refused to serve "unless they were paid twice or three times" the pre-plague wage; nominal wage rates rose by over half between the early 1340s and the 1360s–70s; enforcement "diminished" after the 1350s and "was doomed once plague returned again in 1361/2." Munro (2004): post-plague inflation ate the first nominal gains; real wages peaked in the early 1400s.
Say: "After the Black Death, wage rates rose by half or more within a generation. Parliament passed the Statute of Labourers in 1351 to freeze them at the old level. After the 1350s it could not."
Sources: Bailey, "The implementation of national labour legislation in England after the Black Death, 1349–1400", EcHR (2025); Munro, UT-ECIPA-MUNRO-04-04 (2004). Confidence: high.

**T2-5. Tilly.**
Verdict: Corrected. The line "War made the state, and the state made war" is from Charles Tilly, "Reflections on the History of European State-Making", in Tilly (ed.), The Formation of National States in Western Europe (Princeton, 1975), p. 42. Coercion, Capital, and European States, AD 990–1990 is 1990 (revised 1992) and elaborates the theory but is not where the line appears.
Say: "Tilly, 1975: 'War made the state, and the state made war.'" Confidence: high.

**T2-6 and T2-7. Forged Through Fire.**
Verdict: Verified; the forward-looking passage exists verbatim in reviews.
Bibliographic: John Ferejohn and Frances McCall Rosenbluth, Forged Through Fire: War, Peace, and the Democratic Bargain (New York: Liveright, an imprint of W. W. Norton, 2016). Reviewed in Foreign Affairs (Ikenberry, Mar/Apr 2017), Kirkus, WSJ (Rosa Brooks).
The exact forward-looking passage, as quoted by Tyler Cowen (Marginal Revolution, January 2017) from the book:
> "If the modern democratic republic is a product of wars that required both manpower and money for success, it is time to take stock of what happens to democracy once the forces that brought it into being are no longer present. Understanding war's role in the creation of the modern democratic republic can help us recognize democracy's exposed flanks. If the role of the masses in protecting the nation-state diminishes, will the cross-class coalition between political inclusiveness and property hold?"
And the conclusion, quoted by both Marginal Revolution and Kirkus:
> "war has stopped functioning as a democratizing force."
(Marginal Revolution gives the full sentence as "The bad news is that in today's world, war has stopped functioning as a democratizing force.")
Also usable, from Ferejohn in an NYU Law interview about the book (not from the book itself): "Are we evolving technologically in a way that ordinary citizens are not needed to be more than consumers and voters?"
Use the first passage on a slide with "Ferejohn and Rosenbluth, 2016". Say plainly that they wrote about soldiers and Jacob is extending it to workers. Check page numbers against a physical copy before printing. The Yale department page also confirms the book argues "drone warfare has already weakened American democracy."

Confidence: high on the words, medium on page numbers (not seen).

**T3-1. 0.6% of GM.** Corrected. 5,000 / 853,000 = 0.59%; 2,300 / 853,000 = 0.27%; 5,200 / 853,000 = 0.61%. Say "about half of one percent". Confidence: medium (headcount range).

**T6-1. "Microsoft learned its CEO was fired from a tweet."** False. See S16-6. Confidence: high.

**T6-2. Praxis and Thiel.** Corrected. Praxis (Dryden Brown) is a real "digital nation" project; its backers include Pronomos Capital, which Thiel funds. Thiel's own exit ideas are seasteading and his 2009 "Education of a Libertarian" essay. Say "Praxis, and the Thiel-backed projects like it". Confidence: medium.

**T7-1. Gold, banks, WikiLeaks.** Verified. Executive Order 6102 (5 Apr 1933) required gold to be turned in. WikiLeaks lost PayPal (4 Dec 2010), Mastercard (6 Dec), Visa (7 Dec) inside a week. Confidence: high.

**T13-4. Affine's base.** Verified in `affine-neurips-factcheck.md` (16 Sep): Qwen3.6-35B-A3B scores 73.4 on SWE-bench Verified against Claude Opus 4's 72.5 (May 2025). Say "post-trains" or "improves", never "trains". Confidence: high.

### Mind outside the state, Part 4

**M4-1. DeepSeek V4.1 Flash.** Verified. Released 10 Sep 2026; 552B backbone parameters (MoE; 8B active for input, 16B for output); MIT licence on weights and code; API price $0.30 in / $1.20 out per million tokens at peak against Claude Opus 5's $5 / $25 (one seventeenth in, one twenty-first out). DeepSeek's own table shows wins on Terminal-Bench 2.1, DeepSWE and AutomationBench and losses on HLE and Terminal-Bench 4.0. Sources: https://huggingface.co/deepseek-ai/DeepSeek-V4.1-Flash; https://api-docs.deepseek.com/quick_start/pricing. Confidence: high.

## Do not say

1. "Bitcoin has five mining pools." (Sixteen or more mine blocks. Three mine over half.)
2. "Two frontier models were switched off for every customer on earth" without adding that the order targeted foreign nationals and the lab chose the all-customer shut-off because it could not verify who was who.
3. "She got it back eighteen days later." (Day nineteen. Eighteen days under the order.)
4. "About three million requests a day." (Two to three million. 2.4 million this week.)
5. "Sixty-three percent of renters were agents." (Rentals, not renters.)
6. "At about half the maker's price" for Engy today. (Half at launch. About a third less now.)
7. "A million dollars burned" as an exact figure. (About a million. 3,738 TAO. Block 9032919.)
8. "Eighty-six percent of voters like the bill." (The poll came before the bill and asked about an off switch.)
9. "Sixty-eight percent support a pause" without "a bill to pause and ban superintelligence" and the pollster's name.
10. "Microsoft learned from a tweet" or "Microsoft owned 49 percent."
11. "Tilly, 1990" for "War made the state." (1975.)
12. "Wages doubled after the Black Death." (Rose by half or more.)
13. "The largest permissionless training run anyone has attempted" without "tried to train all the way", and never "being trained right now" unless the dashboard shows it live that day.
14. "Ten to twenty times larger" for the frontier. (Ten to twenty-five, by open models; closed sizes are unpublished.)
15. "A few hundred gigabytes" for Bitcoin. (Under a terabyte. 769 GB.)
16. "Nine months ago I said no subnet had revenue." (Ten.)
17. "About a tenth of what the protocol pays out." (Five to ten percent.)
18. "My April tweet... my June tweet." (Essays.)
19. "Trained on Bittensor" for any Affine model. (Post-trained.)
20. "Teutonic-I is the world's most performant decentralized LLM."
21. "Fully decentralized." Ever.
22. "The Democrats are anti-AI" or any party name. (Say Washington.)
23. "$43 million in quarterly revenue" or "$172 million run-rate."
24. "On par with Opus 4.6" for Affine.
25. "I presented at NeurIPS" or "our NeurIPS paper" for the 2024 Expo talk.
26. "Thiel said 'you can still get out of North Korea.'" (He said "could".)
27. "Forged Through Fire says workers..." (It says soldiers. Jacob extends it.)
28. "A great coup of authority" (Montesquieu). Say "great strokes of authority" and name the translation.
29. "Opentensor has four engineers" without naming which entity and when.
30. "TAO is a slice of every unit of intelligence" as a property right. (A share of what the protocol pays out.)
